to anyone listening, your video chip is damaged. call nintendo and get it repaired. after, make sure you go to wii, wii settings, wiiconnect24, standby connection and turn it OFF. when its on, the wii's wifi hardware stays on, even if you turn the wii off, to get random content updates, but the fans aren't on during that time. it creates alot of heat, and over time, it WILL damage your wii's GPU. turning it off will prevent this.
i have the same problem. It's caused by overheating making chipsets melt. Which is absolutely stupid as hell because the Nintendo Wii doesnt even have a hardcore gaming inside to make it overheat. It has quite a few air vents, and the graphics chipset is weak as hell, so that wouldn't even heat much. And hell, mine is about 10x worse. Tried playing RE4 and CoDMW on the Wii and its so bad i can't tell if it's a enemy or the lines. Tried Diff TVS HD and Non HD, Same problem. Fuck 3rd gen consoles.
If it's within the warranty period, call Nintendo and they should fix it. If it's not, call Nintendo and have a credit card ready.
Worst-case scenario is they don't fix it, but there is an additional one year warranty if something goes bad after it's in the shop. Turnaround time is fast, because I got mine back 8 days after it was sent in.

The DMCA is completely backwards in everything it's confusing to say, but it probably does violate the law. I wouldn't expect Nintendo to be sending a SWAT team to your house, though.

Menu 4.0 won't fix it, but it won't exacerbate the problem, either. If you have Brawl and noticed the problem starting there, you might still be covered.
Nintendo has one of the best customer service reputations (and they have bent over backwards for me!), so I'd call them up: 800-255-3700

1. I have this same Problem, It's so bad on games like kawasaki quad bikes
2. I havn't got a chip on my wii but i have custom software which allows me to run games off a hard drive, does that make it illegal ?
3. My warranty expired a while back

This is a problem caused by the GPU overheating. I recommend leaving WC24 off, and really leave it off for good. WC24 is pretty useless :P

Damn, I'm having the same problem. Just noticed it this morning before updating to menu 4.0
Any ideas on what this is?
My Wii has more than 2 years and it's no longer under warranty.
