Lets say I live in a neighborhood with a bunch of nice houses in it, which I do. Lets say my neighbor paints his house bright pink. A bright pink house would have most likely have the negative impact of lowering the value of EVERYONE'S PRIVATE property. Is that fair that everyone's private property was devalued by one person acting like a 2 year old?
