It is hard to tell, those are very bright flashes and they do resemble welding arcs. But if it is from welding, then that welder should be replaced unless he was just making the initial tack welds to hold a join in place. It didn't look like a reflection off of glass to me, but it could have been. It was not likely due to fission, but if it was then the cameraman was too close!

I THINK those flashes are window-reflections of the flashing strobe-light (like emergency-service/maintenance warning lamps) in the foreground-left of the building which appears to have 3 stories and is NOT one of the reactor buildings -- which are mostly destroyed except for # 2 that has big rectangular cut-out holes in the upper middle 1/3 presumably to vent the accumulation of hydrogen gas. Little is known about reactors # 5 and 6 or the common fuel-rod assembly cooling pool nearby.
Looks like sun reflection to me. Must be taken in the morning in that case.
