He needs them to focus on the page before him but as he's reading aloud to the room he's looking at objects that are at a distance (i.e., forcing him to remove his glasses so he can see his guests). Hence the constant back and forth. Or it might just be a tic too.
I absolutetly love Mr. Bloom, not only is he an amazing critic, but a truely incredible reciter of poetry, his nuances, as he reads are quite spectacular.
