They're fighting because some of the politicians are trying to stop new legislation from being inputted into the records (which is stupid because once you vote for it, it's either passed or rejected). Which is why you see some of the politicians linking arms and others trying to get past them. Its like a barbaric way of trying to stop it.

Brawls are reasonably commonplace in Sth Korean politics and Sth Korean students are some of the most violent protesters in the world with their molotov cocktails etc.Only a few years back the news showed a male Sth Korean MP punching a female MP. These people need to learn to control their emotions.
