If you look at the history of what is deemed art ... yes ... it is decided by patrons according to an agenda of personal interest. The vast majority of art is political or religious. Blotches of paint are actually very ancient and recent concepts. Painting is not an academic - he is a painter. Whether he makes art or not ... it can be debated in very precise ways and defined in very precise ways. Art debate is very academic and yes it is run by old people with gray hair.
