First off its not a water main break its a main leak, and why is he "dowsing" for the break? Using a witch stick picks up the magnetic flow of energy by the friction of water flowing throung the pipe! Hence it only allows you to find the pipe. For a leak so small why would you do a shutdown? Not only are you affecting services, you will have to chlorinate the affected area of the shutdown. I say get a pump, redwood plug, a clamp and a guy with some balls and get her dont the right way...
