Strictly speaking, no; the disc adds more effect (louder) but you can use it without.

That said, the disc also works like a saftey/fouling cap to prevent foreign materials invading your grenade which may be launched on detonation or at least make a mess.

Federal law in the US dictates that Airosft is legal, unless local law over rides it. There are other states / cities in the USA where Airsoft is not legal.

But yeah, above 340 MPS (around 800 FPS), I recall reading, that some states ( like NY) consider it a firearm, and you must ( besides getting an airsoft permit) get a firearm permit, or something like that.
