On the ground TNR:

1. Find a program that has humane traps for loan.

2. Find a free or low cost feral cat sterilization program.

3. Talk to neighbors and get a map/description of pet cats (don't trap family pets).

4. Notify neighbors of where and when you are doing the trap.

It will take many trapping events to get the population under control. Stay with it! The neighborhood needs to be on board. It's really a human sociology problem, maybe more so than a cat problem.
