Reich was exactly saying the stimulus money should be allocated on the basis of need and skills. He was saying that we should put in place structural components that ensure that ALL benefit from the stimulus package.
The recession hasn't affected all of us exactly the same. If we want a robust economy, the stimulus money will have to strategically target groups based on their needs and levels of skills. By NOT doing this, we are disproportionately benefiting some. This was his point.

I think a lot of people are getting excited over Robert Reich's comment because they are misunderstanding him. He is not saying that benefits should not go to white male construction workers, but rather that benefits "should not SIMPLY go to white male construction workers." This was an issue in the New Deal, regarding which many historians have argued that benefits often excluded minorities.

It's just a shame that people don't read more. Reading both of Obama's book to find out more about someone I felt wasn't qualified in the first place. They confirmed for me that he was and is a racist, and that he has a long perceived axe to grind with the white population. There were quite a few paragraphs in his books that gave me cold chills. Reading them simply put icing on the cake for me.

I have not president, I have not representative and so I am not longer represented in America. So taxation without representation is unconstitutional. Time for a revolution. Someone stop up and lead us to DC to protest, riot, and abolish this government peacefully.
