Yes, it's Simon Cadell. As Applemask says, he did a huge number of advert voiceovers in the 80s. For many years it wasn't unusual to hear his voice in almost every single break, advertising something or other.
That price was for the complete dedicated word processing machine and the printer - the spell checker was a new thing and part of the included software.
Mind you, 500 quid was a hell of lot in those days but a PC cost around £1,000 - no printer and you had to buy word processing software. I used WordStar before WordPerfect started dominating the market.
