It looks late 1920s, but the orchestration is from the early 1940s.

It looks older than it sounds - by that I mean that the orchestration sounds like it's from the early '40s, but the dancing looks '30s. Partly that's because the image has been made so contrasty.

I'm going to guess it's a 20th Century Fox film set in the then-recent past of the turn of the century - something like "Coney Island".
