It was an anti-smoking PSA known as "Without a Cigarette" and was designed to resemble a music video as they were becoming increasingly popular in the 80's. It was originally put out by the U.S. Department of Health And Human Resources but there were versions with localized agencies being credited at the end.
there's two different versions of this on youtube, and this one is the longer one. Fuzzy memories uploaded the other one. Just saying. This is defiently something that walked out of the 80s. It's kind of creepy looking and could be a nightmare causer for a small child. I know something like this would have scared me and you can say it, I won't bite. I was a wimpy kid. Still am a little. But if I can get more guys if I don't smoke, bring em on!
Yeah, it's a weird commercial, but the odd and scary thing is that the song is so catchy. Without a cigarette between your lips, without a cigarette between your lips!

See, I'm in my forties so I rememeber this ad campaign soooooo well. My cousin used to have a friend that would sing the song all the time too, and do these crazy versions where he would over emphasise the whole riff "without a cigarette between your lips" in these crazy dramatic tones.
Wow! I remember that one. They used to show it in the Los Angeles area as well. Does anyone remember the "Dragon Lady" commercial. It would have some girl walking around in a cloud of smoke and some guy singing.."Don't you smoke, you dragon lady!"
Yeah!! I remember that one! Been trying to find it for YEARS!!! The girl dancing around in the arcade/ pizza parlor smoking the cigarette was Robin Givens! PLEASE find that one!!

Amazing the things that we can remember years later. I'm definitely going to search for that commercial (it hasn't popped up on Youtube yet). If I can find it, I'll post it.
Now knowing some of the crazy schemes Big Tobacco was playing around with back then, there's a fair chance they might've thrown some cash into ads like this.
In a way, I think that some of these anti-smoking PSAs actually encouraged kids to smoke...in a indirect way, I mean. I felt that sometimes the sponsoring agencies spent too much time on the production value & not enough on the message.
Actually they are doing the same stuff now , all the ads put out by Phillip Morris, which are suppose to be prevention have been researched and show that the ads are being done in such a way that the youth are encouraged rather than discuraged from smoking.
And why wouldn't they? Why would a tobacco company discourage tobacco use? That's horrible business. If you sold chairs, would you put out commercials that tell us the dangers of chairs?
In the 1998 Master Settlement agreement the Tobacco companies agreed to put out prevention ads for KIDS, If they want to market to the adults that's fine. The agreement was to Quit marketing to children and put out prevention ads and of course they have not held to either of these.
this played in between cartoons on saturdays- the ending is the smoking blocky characters spit out their cigs and kiss. Like "Hey kids, sex is more fun than smoking!"
