While only rumors and what not, if they were true, it would show that some kids did, have in their minds, not 9-1-1, but 9-11. It is kind of odd he said "nine eleven" instead of "nine one one", but this can easily be chalked up her own misunderstanding.

Angelica and the others misheard and mispronounced stuff all the time. It's a major source of the show's comedy. They thought the Grand Canyon was called the "Graham Canyon", that sasquatch was "Satchmo", and that the Navy Seals were called "Wavy Seals".

Those are just a few examples off the top of my head, it seems like they did this at least every other episode.

That's because your phone does not have a number past nine on it. God, some people are so fucking retarded! In the old days, 9-1-1 would be dialed on a phone to send a police officer, ambulance, and/or firetruck to someones house (depending on the issue called in) for an emergency situation. That's what she is referring to, that old method of trying to get help during an emergency, but instead it's used for prank phone calls and to forget it ever existed and replace it for an incident where airplanes flew into a couple skyscrapers.
