Yes, they are dates on the corpses. At S-21, prisoners who died on prison grounds (from disease, torture, or executed high-ranking Khmer Rouge cadre) were photographed with the date of death affixed.  Photos of the latter group were copied, and sent to upper KR cadre, to show that the "traitors" had been executed. 1977 was a year of heavy purges, and S-21 was full of inmates. Hence the dates on the corpses....
