I'm pretty sure it's about Vietnam. The title's a pun on Agent Orange, and the lines 'we are agents of the free/I've had my fun and now it's time/To serve your conscience overseas' and the monologue in the original bridge are both clear references.

The video (for the original) has a fairly clear message about militarism and the loss of teenage innocence in that generation, and the song's sometimes introduced live with the words 'be all that you can be... in the Army'.
