I mean, you would have had to been a dunce not to notice, especially with all the talk and the legal work thrown left and right in our faces, especially in the past year or so. If you've ever watched the Legendary ending you see him go into cryo.

Not entirely accurate because Halsey personally knew and favoured John-117 above all other Spartans. Though she did of course, interview almost every single child before their abduction, she still preferred John.

If you read the book Halo: The Fall of Reach, it says how Halsey creates Cortana and puts her and John together to test their capabilities of working together. In this case, it would be correct in saying that Halsey "chose" John.
