Putin is NOT a good leader, he ruled country for 10 years and still most of problems are not solved (population decline, corruption, poor-diversed economy with high emphasis on recourse export).
For example, in 2000 oil and gas were 45% of Russian export, in 2009 it's 68%.
Another example - in 2000 Russian population was 146.5 millions, in 2009 it's 141.9 millions.
Only thing Putin did about those things was TALKING, for all his years. His program of twicing GNP in 10 years also failed.

USS Memphis fired torpedo towards Kursk as they know if Kursk fires Shkval torpedo to USS Memphis the Memphis don't have any chance to react as the torpedo speeds upto 330 knots or 500km/h.
