buy a mac if you can. you want a great program called garageband for its capabilites. its even used by professionals. great program.

If you are just getting into it, I would suggest going to a music store, and buying a rather cheap program. It can become more tedious, and frustrating than you'd think, and easily a large waste of money. If you enjoy it, you could get a more sophisticated program, but I would venture in on something low-budget.

try before you buy, choose the software (or hardware) that you find the best and least frustrating to use. Theres a lot to be said for doing things the old fashioned way, with hardware, like recording onto a 4-track with synths or whatever,

instead of buying software packages youll only use 10% of.

I recommend Logic, but the real beauty of good IDM a la Boards of Canada is their preference for busted-up, old analog equipment recorded to tape via a Revox or Tascam. You can achieve a lot digitally, but nothing beats a dirty, dirty analog sound overlayed with a nice beat.
