If you are just getting into it, I would suggest going to a music store, and buying a rather cheap program. It can become more tedious, and frustrating than you'd think, and easily a large waste of money. If you enjoy it, you could get a more sophisticated program, but I would venture in on something low-budget.
Start with Reason or Fruity loops and work your way up from there homie! Get at me if you have any more ?'s. Im just pointing you in a rough direction.

buy a mac if you can. you want a great program called garageband for its capabilites. its even used by professionals. great program.
