No, he wasn't there (first F1 drive was British GP 1973). It's a March, and the March drivers were Peterson (car #3) and Lauda (car #4). At 0:49 you can see Lauda's red helmet, and the driver at 0:22 has a blue helmet with a yellow visor, so I assume that's Peterson.
