I can't get all of what is being said, but both men are upset that the deaf in Egypt are unable to earn enough money to rent their own house/room, get married and live an adult and productive life and become independent. The first man is angry at the police because they take money. The 2nd man is angry that the deaf have 'no voice' they are not able to participate in society fully, it's difficult for them to get official documents....I don't know what the second half of what he said is, sorry.
