It's not as easy to see from this angle, but protesters began throwing rocks and other projectiles at officers before they dispersed the crowd. In fact, the same video also shows protesters doing deliberate property damage. The second is that assembling is different from camping out for months on property you don't own.

Just as people can't show up and pitch tents in your yard, they can't show up and pitch tents in public city parks. Legally, everyone in those camps can be arrested.
