If you go to the grate ladder stairs close to the other side of the CNR caboose, that is where you can get the perfect vantage point, and you still are on The Forks property, not CN property. I do not know the exact time, but it was there in-betwixt 13:00-15:00hrs on Sunday, you could always also just ask the clerk at the ticket desk.
