This is not how Central Banking works. First of all, Governments are not "forced" to borrow money. They choose to do so because they run defecits. This can be fixed with a tax increase or spending cuts. There is no political will to do so, therefore they borrow the money. Do they borrow it from The Federal Reserve? No.  The Treasury issues bonds and they are purchased by whomever wants them; Pension Funds, Mutual Funds, Private Investors, and increasingly, the Chinese. No conspiracy.
