hi the french bulldog has loose skin around the neck and the collar probably just looks a lot tighter than it is. if you have the collar on a dog with loose skin not tight enough it can cause chafing whilst using a lead. im pretty sure who ever posted this video loves their dog as it looks healthy and one of the many charms of having a frenchie is their hillarious attempts at barking, they either get it or they dont.
