Example: The clip of Geitner mentioning mistakes were referring to mistakes made before Obama was in office, but the impression given by the video was that he was referring to Obama's mistakes. You could probably make a clip of Oabam saying "I worship aliens" if you splice a couple of videos together, but that does not mean he made that statement.
