they have good equipments but due to the extend of devastation equipments have to be mobilized from areas as far away as beijing and shanghai. so i guess while waiting for equipments the soldiers can't just sit and do nothing. furthermore it is common practice to use hands so that the collapsed buildings will not crumble further.
