It's because all of the trailers for MGS2 showed snake as a playable character, and nothing about Raiden. Fans thought the entire game would be played as Snake and couldnt wait. But when MGS2 was released, they found themselves playing as someone OTHER than Snake. That's why. But I like Raiden, he really shows his true awesomeness in MGS4 and I can't wait to play as him in Metal Gear Solid Rising.

I don't think the voices fit the characters' appearances as well, but the Japanese are very well known for giving androgynous-looking 'bishie' male characters very deep voices. Sometimes it works (e.g. Zechs Merquise), but sometimes it does not (e.g. Raiden).
