That happened to me on the explorer of the seas. I was familliar with marine vacuum toilets for years, so what happened was that the toilet had lost the vacuum suction, but since that ship was built in 1996, it doesn't have a feature that makes the toilet flush automaticlly when the vacuum comes back.
