i think he meant he was using the word "black" to refer to other minorities. he also could have been alluding to the fact that many latinos, usually those from the carribean like dominicans and puerto ricans, have african roots.

it is a little strange to call all latinos black, especially since many, specifically central and south americans, are mostly white, indio or mestizo.
