They didnt make enough money off this series so they couldnt continue it though he did say all he needed was some funds and donations to get started on the 3rd game. o-o

Perhaps at the time the game was created, no plans for a thrid game were in the works, However, if you pay attention and do some research, Lost Planet, and Dead Rising were both games that were created based on a test engine for a proposed MegaMan Legends 3, but were both turned into separate games. In an interview with Keiji Inafune himself, he even said the next MegaMan game he'd like to make a sequel for would be Legends.

Keiji says in the interview that he doesnt have the funding to do it, but if he could get the funding he would make it. he doesnt care WHERE he gets the funding, he would make it. So he wants one really badly, but from what I understand, he and capcom feel the game wouldnt sell well enough to turn a profit and be worth all the effort put into making such a major installment. Also, all hope for X9 is not lost. At Capcom-Unity they have a suggestion board that they assure posters that they are reading and taking their ideas into consideration. An X9 suggestion is a little more than half way up the page. So if they're reading that, lets be hopeful they actually listen.
