He sits in a room when all the heads of government get together, and he guides the discussions to make them as productive as possible (without materially contributing). It replaces the expensive system of countries hosting the presidency. It makes sense.
The system we had before was that each of the nation states took turns to take 6 months to host the presidency and it was incredibly expensive and inconsistent. Now we have one guy do it, for much cheaper and with more consistency. It makes sense. And it also frees up the nation states time to run their country instead of worrying about being the chairman of Europe too.
