And as for racing them, Hovercraft take far, far more skill to pilot than GoCarts. So there's more danger / risk of a crash- so they're more interesting to watch.
Its easy to make one without a leaf blower. The same concept is used in commercial military hovercrafts. The fan is placed in a ducting, and the blades and about 1 -2 mm. from the edge of the duct. This creates massive air pressure behind the fan, and allows the fan achieve more lift, with less air leaking around the blades. Leaf Blowers are convenient for beginners, but lift fans are more reliable, and work better on water because of their higher CFM output.

seriously this was the bar room plan: plant a christmas tree farm and instead of hiring workers- use a hover craft to trim them for seasonal sale- I did not say much at the time. you can tag that as drunken brainstorming on how to save the environment_ fiberglass & styrofoam?
I strongly recommend using a rope for beginner pilots. Particularly if they're under the age of 13. Hovercrafts are tricky to steer and take some getting used to. After a while children get used to the mechanics and you can let the rope go (see the end of the movie).
I built the Pegasus, but it has no way to steer...that's boring! I'll try carving a hole near the rear like yours. Check out my video and let me know what you would modify, yeah?
You could use a second lawn mower that's facing the back and is able to turn left and right. You then could push the hovercraft into turning without that string thing.
I like the opera music matched to the young prince and princess sitting regally on their new flying machines. Look at the way our young raja deftly maneuvers the craft. Fly on, sons and daughters of Atlantis!

Its fully steerable. The line is a safety mechanism to keep younger pilots from escaping to New York City.
