He has worked in Congress for years, but that is where he has an advantage. Junior congressman are usually snubbed in their first term.

Also, it is arguable that a strong defense of the 50 states is conservative, and promoting democracy abroad is liberal, since Democrat Wilson was one of the earliest proponents.
