@Leycomsucks I seriously doubt it. Not everyone has a mobile phone, some may not have it near them all the time, some may be on silent, some people wait a while to read texts and so on... but it would be useful in addition to these sirens.
@CrazzySteveable It's interesting to hear people talk about the sirens like this. I heard them all growing up because I lived in a nuclear government town in the 1970's. I never associated them with anything dangerous. They were used for drills, and also as "beginning" and "end" of the daily work shifts at the government buildings. So when I heard them it meant dad was coming home cuz the work day was over.

We have Carter sirens here in Timaru, New Zealand for tsunami warnings, so every month we would hear this very sound all over the town....

Hrr, makes me shiver.
I often dream the air raid siren goes off and bombers flying over (most of the time it's the germans).
It's pretty scary but awesome at the same time.

this siren comes pretty close to the thunderbolt.
