Well snaking is a horrible name for it... Doing one SSMT should be considered snaking but the name doesn't support that. Imo the staff ghost is SSMTing/Snaking.
Btw quite a few staff ghosts in MKDD use SSMTs. The staff ghosts could be pretty hard in that game (I only beat 1/2 before I joined the PP). They decreased the difficulty in MKDS a lot (thus only this staff ghost uses SSMTs)...
He's really pushing it in many places though and he clearly shows that he is aware of the possibilty to MT elsewhere since he does new slides after an MT even though there's only like 1 kart length of the turn left.
Yeah, it does multiple MTs per turn, and you can tell it's holding back. But it looks to me that it either starts the drift or releases the MT on the turn, so I don't think it technically does any SSMTs.
It does one SSMT. I don't think that's considered "snaking", but it's getting close. Non-snakers would complain about SSMT's anyway, since SSMT's are the foundation of snaking :).

In my opinion, it's not a SSMT or snaking of any kind. The road curves to the left where he does a left MT.
