Some natural women that don't work out heavily have pretty huge legs, and arms don't take anything different to develop. @SexualStrat Pudgy Stockton. Look her up. She was from around the 40s and 50s before steroids were even known about (if they had even been developed yet). You can look further back and see strong women from traveling shows, who while not ultra defined, definitely had some muscle mass on them naturally. Most women in the gym just don't lift heavy. They just want to tone and burn fat. Steroids are obviously used at the top bodybuilding levels, but muscle can come without them.
