Fallujans were informed of the coming invasion and warned to evacuate the city. Thousands remained in their homes. On D-DAY, the US Military considered everyone inside to be an enemy combatant. The US Army many times hires the mercenaries so I think they would be interested in their safety. Also the Army is concerned for the safety of any westerner or civilian in Iraq. But first we should definitely help out in the rebuilding of Iraq. Of course we can't do it singlehandedly, we need the Iraqis' help and cooperation, but it should be on the priority list.
