Yeah it seems you need a pulse width modulator or else you could use what i'm going to try. I'm going to try use an AC current and modulate the frequency. Hope it works, i haven't a clue what i'm doing. If you use small aplitude with resonance frequencies then the over heating shouldn't be a problem right?

That can be done with a 50 cent 555 timer circuit !
even better (cheaper) is 2 transisitors set up to oscillate with respective caps and resistors ] - substitute a rheostat (precision is you need it) and you have ability to vary the frequency !
i think it's about 50% duty cycle, but the 555 will allow duty cycle control better than the ultra cheap 'tank circuit' but like the guy said, in comments, u need a power transisitor to do the work , signal needs amp

I am the developer of this pulse generator. I want everyone to know that this Pulse Generator has a fixed duty-cycle, there is no PWM control. Also you should never directly power the HHO with it, you need to hook it up to the gate of a Power MOSFET transistor if you want it to power the HHO.
Consider looking up "DC Motor Speed Controller" as an alternative.
Also I am considering designing a Pulse Generator specifically for HHOs.
oh yeah ... as far as your stainless steel washer electrodes go, I anticipate it will do quite well ... nice close spacing, should not need much electrolyte with that design ... so let us know you do with it ...

I was thinking.....could a strobe light be used as a PWM? I was looking at a strobe light with a dial to control the speed of the flashes and wondered if it was possible. What do you think?

YES! High voltage usage sounds like a bullseye. I'm not an electric engineer but a few resistors attached to a switch to create a 'high' and 'low' voltage PWM can probably go from experiment mode to welding mode with a flick of that switch.

Handy hints for achievong a thumbs up from me:
1.) Have suffieient knowledge of the subject matter in advance.
2.) Modulate your voice and speak clearly.
3.) Focus the camera on one item at a time.
4.) Most important ! - Turn off all background noise.
Better luck next time. Keep up the Hydrogen experimentation.
