It's because of their names "PCSO" usually means a unpaid officer who dedicates their "free time" to police a surrounding neighbourhood.
I live on a council estate and they often put the PCSO's in charge of looking for off-road motorbikes being used on the local estate or on the parks. They're quite cool, let most of them off with a warning, but some are more "strict" and get their bikes confiscated, they're the ones my locals hate. The ones who don't give warnings.
