It's not something that is static in the sky like a star or planet, it moves across the sky like a plane. It's only up for like a couple minutes before it disappears. You can search google for times and coordinates of the iss in your location.
Considering you can see satellites with your naked eye, you can most certainly see the ISS with a correctly tuned telescope. It moves fast though, making it hard to track.
