Our police force is there to 'serve and protect' Nothing about exacting their own brand of justice. As a Police Officer I can say that this video makes me sick. It is complete assholes like this officer that give the hard working ethical police officer a bad name. He didn't know if the suspect was laying on a gun, so the officer had to push the suspects head with his foot to get him off guard so he could hand cuff the suspect. Then as they were handcuffing the suspect, he became a threat so the other officer had to hit him in the back to settle him down so they could cuff them for their safety. If, by "nothing happening", you mean "not getting kicked in the head while you're down and obviously surrendering", then no. Knowing that police may assault you, even if you surrender, actually gives you the incentive to run faster and defend yourself.
He should have surrendered from the very beginning. If he did, then the cuffs would have been applied with no problem. He ran and put lives (possibly yours), and the officers lives at risk.
What that person should have done or not done is irrelevant to this discussion. Most people who see this saw how he was driving and understand that this kind of behavior is criminal.

Now I think that if anyone, law enforcement or not, has a right to kick the guy in the head, whether he posed a threat at the time or not. Can't get harder evidence than this footage. Cops can't be taking judge, jury, and executioner approach. They need to do their job and bring him into custody. At the point he was laying on the ground with his hands out, he was not posing a threat, especially with a taser drawn down on him. The cop was in control and decided it was time for a little punishment. One cop needs to be prosecuted for assault, one aggrevated assault, and the criminal still needs to be charged. PROSECUTE THE COPS!

The police was only doing his job. He didn't know if the suspect was laying on a gun, so the officer had to push the suspects head with his foot to get him off guard so he could hand cuff the suspect. Then as they were handcuffing the suspect, he became a threat so the other officer had to hit him in the back to settle him down so they could cuff them for their safety. It is obvious the suspect was going to attack the officers if given a chance

If, however, you have the permission to kick a deadly, yet at the time harmless person, I wouldn't care much for whether they do or not.
I think the discussion is about whether the cops had a right to smack the guy in the first place, therefor one might assume the actions following up to the "attack", and possible alternatives to prevent said attack hold some weight in the discussion.
