FYI, its pretty hard to monitor. Ministers have a way of influencing their victims through their power and no one generally believes their victims (hence their success LOL)
ideally the system will most likely have a new rule where you cant just simply become a minister, it is a career that should account for a troubled past/sex offender status.
I don't know what to think about it. Monitoring him may prove a challenge but if the cops, or whoever has the task of making sure he really has turned over a new leaf, ask the people that go to the church he works at about him they could find some useful information about how he is doing now. I'm not saying they monitor him 24/7 but checking up on him every now and then couldn't hurt.
oops. Didn't see some of the stuff you said in the comment. You make a good point. It could be hard to get a straight story from the people at the church because of the influence he has over them. I'm stumped for ideas now.
