Latvia always had Russians! Latvia was part of Russian Czarist empire. It had some autonomy but not separation from Russia. It then became member of Soviet Union. Another question is why Russian Latvians have to leave their country and go to live to a country they may not know even if it's the country of their ancestors and they speak the language. In Spain we fought against language discrimination for 40 years. During Franco's regime we only had an official language despite the other 3 that are spoken in the country. Latvia always had Russians! Latvia was part of Russian Czarist empire. It had some autonomy but not separation from Russia. It then became member of Soviet Union. The actual official language was Russian until the Baltic republics separated from Soviet Union. There should have been no need to learn Latvian. Yes it is good to know more than one language. Official languages of Latvia should be Russian and Latvian. In my travels there I never heard much Latvian language ... mostly Russian.
