I think I can suggest a logical solution to end the endless conflict on that island. Just encourage them to kill one another till one group emerge victorious. By that time, the winning group has likely been weakened as well, a good opportunity for the law to step in and arrest or kill the remaining people. Then the island could be repopulated through resettlement and turned into a tourist resort. As long as those who have experienced and lived through the gun culture remain, nothing will change.
