There is 6 times the same episode (the animation is always different), endless eight. They are stuck in an endless time loop, because Haruhi doesn't want the summer vacations to end, so they live again and again the last two weeks of august.

Some people say it's artistic, some say it's just a troll ; for me, it's just boriiinng.

it's hard to give a straight answer that but best guess would be 8-10 months of constant practice to make it sound good. Instruments chords (even to a good standard) would not sound that great alone. You need to spend about 2-3 years learning guitar with about 4 additional weeks learning this song.
