Pennies were almost 100% copper until 1982 when it was changed to almost 100% zinc. it was never 40% and it wasn't in 64. You may be thinking of siliver coins which almost entirely stoppped by 1964 and for the silver halves they did produce a few years at 40%. but pennies are all pure copper before 1982 and pure zinc after 1982
