Actually, come to think of it, Red Hulk really should be a character in his own right. o.O He's just... too different to Banner Hulk. Especially in use of ordinance.

Well, except that Red Hulk isn't something that Green Hulk turns into... he's a separate character, so having a hyper doesn't really fit.
