There really is no set procedure. If you happen to know a high-ranking railway officer in that area, you could put forth a request. Otherwise, just ask the driver and he might oblige!

Howrah is truly massive. I still remember seeing the cream-orange Asansol Exp. with a matched-livery WAM2 at Howrah - this was back in the late 70s. On this trip, the loco inspector was there to give me company, answer questions, etc. His job is to also to make sure the LPs are focused on their job.
I just noticed the video description..video taken in 2000. As most of your videos are from early 90, I thought this was an old engine. Now with all terrorists and stuff, do you think it is ok to film or take photos of trains in metros or any station in India?

You can take photos/videos but just be discrete. WAM3 and YAM1 had a similar shell design (and panto orientation) since both were Mitsubishi locos. YAM1's were MG locos, they only ran between Egmore and Villupuram - they were never converted to any other locos. They just ceasted to exist, once MG got replaced in the Egmore-Villupuram section.
The loco inspector and I were communicating in Tamil. I was asking him about the track conditions in the Howrah-Barddhaman route (among various other things).

Only the loco inspector is a Tamilian, the drivers are not. He is talking to me in Tamil :-)

If you get official permission, it is ok. Even then, they advise you not to take loco sheds and other 'sensitive' areas.
