Regarding special costumes: When you unlock that locker, Claire gets a new handgun, it fires WAY fast, like one after another. And leon fires his pistol gangster style, and the fire rate is increased.
But it's a double edge sword, since you hardly have ANY handgun bullets since you can't pick any of them on the way to the station. Plus vickers takes 20+ handgun bullets to kill, something you'll lack. SO you'll have to knife it. And the knife sucks.
i found out something if you take the handgun bullets from the police station and then come back to kill vickers it doesnt count dont ask me how i found it out

Yes, the requirement is to reach the police station without picking anything up, anything after words is fair game.
IE: You could just take the shotgun in a B game and get the special key by blowing his head off.
